Competencies

It is the first authority of the municipality and has the treatment of illustrious lady, according to current legal provisions. He is also the president of the corporation and the head of the municipal administration, and as such exercises powers and competencies regulated in the Municipal Organic Regulation. There are some attributions and powers of the mayor that can be delegated to any councilor of the council, but there are others that can not be delegated:

Non-delegable

  • Direct the government and the municipal administration.
  • Dictate edicts.
  • Develop the superior prefecture of all the corporation's staff.
  • Exercise the administrative and legal actions in case of emergency.
  • Adopt personally and under his responsibility, in case of disaster or misfortune or serious public risks, the necessary and appropriate measures, and he will have to account for it to the Plenary Session of the City Council.
  • Summon and chair the sessions of the Plenary and the Local Government Council.
  • Appoint the deputy/s mayor/s
  • Make delegations of his powers.
  • Designate the members of the Local Government Council

Delegable

  • Represent the City Council. Convene and chair the meetings of any municipal body other than Parliament and the Commission of Government.
  • Direct, inspect and promote the services and municipal works.
  • Prepare expenditure, within the limits of his competence and the expressly provided for in the rules for implementing the Budget.
  • Exercise the prefecture of the Municipal Police, as well as the appointments and sanctions of the officials carrying weapons.
  • Penalize misconduct or disobedience to his authority or for violating the municipal ordinances.
  • Procurement of construction and services provided that their amount does not exceed 5% of the regular budget resources or 50% of the overall limit applicable to direct recruitment in accordance with the legally established procedures.
  • Grant the licenses.
  • Dismiss staff, having to account for it to the Plenary Session of the City Council, for the purposes of its ratification.
  • Those that expressly attribute the laws and those that the legislation of the State or of the Generalitat of Catalonia assigns to the municipality and does not attribute to other municipal bodies.
